Committee calls for retention of BDO
ITANAGAR, Aug 7: The Kaying Payum Area Development Committee has called for retention of Kaying Payum CD block BDO Misa Gamlin claiming that he was transferred in a wrong manner. The committee has written to the chief secretary in this regard.
It claimed that the misappropriation of the BADP fund by the BDO as alleged has been proved wrong by the enquiry committee under CO Payum.
It further added that the officer has served for only one and half year for the officer at the block whereas it has to be a tenure of three years for an official to be transferred.

Much awaited ABK Office building construction begins
PASIGHAT, Aug 7: The long pending construction work of Adi Baane Kebang building ‘Doying Gumin Hall’ of Adi community here finally started this week with the dismantling work of the former ‘Latbong Hall’ been done. Chief Minister Nabam Tuki had sanctioned Rs. 2 Crores for its construction on April 26 2012.
The ABK office building which will have the seating capacity of 2000 people besides availability of dormitories for both boys and girls, informed Secretary HQ ABK cum Chairman, Construction Committee, Tabung Ering.
The overall fund requirement of the ABK Office building (3 storeys) as per construction is Rs. 11 Crores, out of which Rs. 2 Crores was helped by the state government, he added.
Senior Pastor dies
ITANAGAR, Aug 7: The Nyishi Baptist Church Council (NBCC) deeply mourned the demise of Senior Pastor of the Council, Licha Halle who breathed his last at NEIGRIHMS Shillong this morning due to prolonged illness. He was working as Range Pastor of Poma Pastoral Range. He left his wife, four daughters and two sons.
Born on 19th March, 1937 at Dem village in Pistana circle under Lower Subansiri district, Late Halle was appointed as NBCC worker on 1st October 2004 after his retirement from Assam Rifle.
The body of Licha Halle was brought to NBCC compound this afternoon where hundreds of believers joined the condolence meeting and the prayer. His body will be taken to Dem tomorrow for funeral service.

New Delhi, Aug 7: Trouble seems to be brewing over the Naga accord with Chief Ministers of Assam, Arunachal Pradesh and Manipur today attacking the Centre for not consulting them over it and declaring that they will not cede an inch of their land.
"If a single inch of territorial area of Manipur is taken, we will fight tooth and nail," Manipur Chief Minister Okram Ibobi Singh told reporters targeting the Narendra Modi dispensation.

ITANAGAR, Aug 7: In what appears to be a replay of 2011 Luguthang chopper crash, bad weather continues to hamper the search and rescue operation to trace the missing Pawan Hans helicopter which went missing on Aug 4 between Khonsa and Longding. The delay in tracing the chopper, entering its fifth day on Saturday has deeply frustrated everyone.
The search and rescue helicopter of IAF conducted two sorties early in the morning
but with no success. Due to bad weather, the helicopter operation could not continue.

Tata trust inks MoU with Arunachal on sustainable development
ITANAGAR, Aug 7: Tata Trust has signed a Memorandum of Understanding (MoU) with the Government of Arunachal Pradesh to work towards sustainable development and improvement of the overall quality of life. Tata Trusts’ associate organisation, the North East Initiative Development Agency (NEIDA) will implement this programme, which will benefit 6,000 households located in Papum Pare and Lower Subansiri districts.

The MoU signed by Ramesh Negi, Chief Secretary, and Burzis S. Taraporevala, Tata Trusts, is effective for a period of five years. While the total outlay of the programme is Rs. 14 Crores, Tata Trust will contribute grants totalling to Rs. 6 Crores. The remaining funds will be raised from various sources, including the community in the district.
Tata Trust will focus on reducing poverty for low income rural households in the state through enhancing pig rearing management practices, increasing the productivity of rice, maize and orange through adoption of improved cultivation practices and scientific management of orange orchards; and enhancing forest based livelihoods and conservation initiatives, thereby enabling each household to earn an income of Rs. 1.5 lakhs per annum. Other pilot projects that are in the pipeline will focus on education, drinking water and sanitation to improve the overall quality of life of the households in Arunachal Pradesh.

Orgs call for investigation into Teacher’s death
ITANAGAR, Aug 7: Following the death of Kali Bulo, an Assistant Teacher of Govt. HSS, Mechuka, Arunachal Teachers’ Association (ATA) has appealed to the West Siang District administration and Superintendent of Police to personally intervene into the case for speedy investigation to ascertain the cause of death and award exemplary punishment to the perpetrators.
It further called on the administration/law enforcing authority to ensure safety and security of the teaching community across the state.
In recent times we have witnessed series of murders and assault on the teaching community of the state which is a matter of serious concern for us, ATA stated while adding that crime against teaching community not only undermines the morale of the teaching community but it also raises concern over the law and order situation of the state.
Meanwhile, the teaching fraternity along with students and staff of Govt Higher Secondary School, Mechukha has expressed deep shock over the alleged murder of teacher Kali Bulo, who was found dead under mysterious circumstances in his govt quarter on Wednesday morning.
Late Kali had joined GHSS on January 11 2011 as an Assistant Teacher and had been living alone at a govt allotted quarter at teachers’ colony, Mechukha.
While vehemently condemning the alleged murder of the teacher, the school fraternity stated that the culprits behind such heinous and barbaric act should not be spared at any cost.
It strongly demanded the law enforcing authority of Mechukha to immediately trace out the culprits involved in the alleged murder of teacher and award exemplary punishment as per the law.

Further, All Tagin Youth Organization and All Tagin Students Union West Siang unit have expressed shock over suspected murder of school teacher Kali Bulo at Mechukha and demanded a prompt investigation into the case to unearth the cause of his mysterious death.
All Tagin Youth Organization (ATYO) claimed that the victim might have been died due to foul play as his body bore several injury marks in head and neck. Besides, his body was found in a quarter which was a locked from outside, the organization said.
While condemning the suspected murder of the teacher, All Tagin Student’s Union West Siang Unit demanded the law enforcing authority to expedite the investigation.
“This kind of incident will put Mechukha, one of the most sought after tourist destination in the state, at back seat, the union said and appealed to all to help police in the investigation of the case.
Meanwhile, MLA Paknga Bage informed that he had called up Mechukha ADC and took stock of the police investigation.
Condemning the alleged crime, the MLA also appealed to all, including public, Panchayat leaders, and students unions of Mechukha to help police and local administration in their investigation.
Linguistic survey and codification of customary law
ITANAGAR, Aug 7: The Chief Secretary has approved “in principle” Linguistic Survey of Arunachal Pradesh to identify the actual numbers of linguistic and cultural groups inhabiting the state and study on Customary Laws of Arunachal Pradesh in order to codify and document the customary laws with special reference to land holding system, forest laws, succession laws and Rights of Woman.
This was stated at a review meeting on preparedness for World Heritage Centre as well as activities of Research Department which was chaired by the Chief Secretary Ramesh Negi on Friday.
Secretary (Cultural Affairs) Dani Salu also took part in the discussion and spoke on the need to up boost research activities.
There was a presentation on archaeological activities and achievements on Malinithan site and Museum by Tao Takar, Deputy Director (History).

No compromise in health delivery system: Tacho
ROING, Aug 7: The State Govt is giving top priority to the health sector and there can not be any compromise in the health delivery system, said Health & Family Welfare Minister Rajesh Tacho during his visit to Roing district hospital today. He informed that the sufficient medicines would be supplied to all the districts soon. In order to check supply of duplicate medicines, order has been given from the govt. to constitute a board in every district headed by ADC as its chairman and medical officers as members for physical verification of the medicines supplied, he said.
During his visit, the Health Minister asked the DMO Roing and Medical Superintendent to keep the hospital premises clean and hygienic and to make the medical atmosphere conducive for recovery of patient.
The minister also informed that the Govt is planning to rationalize posting of doctors and nurses in every hospital. He emphatically said that doctors and nurses must stay and work in their place of postings and urged them to work sincerely and dedicatedly for saving the precious life of people saying that nothing is more important than life.
Informing that state govt. has added additional Rs 1 lakh to the Arunachal Pradesh Chief Minister’s Universal Insurance Scheme recently thereby making a total coverage of Rs 3 Lakhs under the scheme, he asked the DMO to properly supervise APCMUIS. The health minister also disclosed that the govt is contemplating to establish an Ayurvedic College at Tezu and GNM Training Institute at Namsai and Daporijo is going to start soon.
Replying to the grievances highlighted by the DMO and Medical Superintendent of the District Hospital Roing, the Minister assured to post a Radiographer soon in the district. Regarding Civil works and other man power requirements, the Minister assured to look into it and to take up the civil works in AOP & ROP of the department on priority basis.
District Medical Officer, Dr D Wange apprised the visiting dignitaries about the shortage of man powers like General Duty Medical Officers (Allopathy), Specialist Doctors, Radiographer (technician), absence of Blood Bank and need for establishment of a Trauma Centre in the District Hospital. He also informed that the recently upgraded Desali PHC is existing without any man power.
While citing the very poor condition of the present indoor building (SPT) which was constructed 50 years back in the year 1960, Dr L C Deori, DSO cum Medical Superintendent submitted a memorandum to the Health Minister for repairing and renovation of male and female wards. He urged for construction of isolation ward for male and female for infectious patients like TB and security wall around the district hospital. Greenpeace cautions bidders on 39 coal blocks
NEW DELHI, Aug 7: NGO Greenpeace India today claimed that a significant number of coal blocks which would be up for auction later this month fall in ecologically critical areas due to which they are likely to face delays in securing clearances and "advised" the bidders to stay away from them. It said that the blocks were spread in Arunachal Pradesh Madhya Pradesh, Jharkhand, Orissa, Chhattisgarh, Maharashtra, Andhra Pradesh and West Bengal.

alleged that by continuing to put forests up for mining, government is being "short-
"Out of the 101 blocks earmarked for auctioned by the coal ministry this year, at least 39 are in ecologically critical areas, covering a total forest area of more than 10,500 hectares.
"These blocks are likely to face significant delays in securing clearances, apart
from the likelihood of legal challenges and opposition from affected communities,"
the NGO which conducted a Geographic Information System (GIS) analysis said in a
statement and added that auction of another set of coal blocks is likely to take
place between August 11-
About 35 blocks are in tiger, leopard or elephant habitat and 20 are within 10 kilometres of a protected area or identified wildlife corridor.
"Potential bidders are advised to stay away from at least these 39 identified blocks and to assess independently the forest, livelihoods and wildlife issues of the blocks they intend to bid on," the NGO said.

Door to door Dengue awareness campaign launched in Pasighat
PASIGHAT, Aug 7: East Siang district administration along with Health Department and Pasighat Municipality today launched door to door Dengue awareness campaign by distributing pamphlets and explaining to residents about the causes of the disease and its preventive measures.
PMC Chief Councilor Denong Tamuk, who formally launched the campaign at Daying Ering HS School, informed that 13 teams have been constituted comprising administrative officers, doctors, paramedical forces and PMC staffs, who will visit every house and explain the people about the breeding of Aedes Aegypti mosquitoes that bear dengue virus and their preventive measures.
The team would also inspect all potential mosquito breeding habitats like waters tanks, pots, tin and old plastic containers, tyres, coconut shells and flower vases and destroy the mosquito larva followed by fogging exercise.
Tamuk appealed the people not to throw solid waste and plastic bags into drains that lead to clogging. People need to understand that their home and surroundings might turn into haven for mosquito if not maintained well, said the Chief Councilor.
The awareness campaign has been launched in view of the increasing Dengue cases in the township.

She also suggested for creating mother friendly workplace and urged all the womenfolk and adolescent to participate in such events to gain more knowledge about importance of breast feeding.
Resource person Dr B.Tayeng, Gynecologist, ASH Naharlagun explained the advantages and disadvantages of exclusive breast feeding and colostrums.
An awareness programme on importance of breastfeeding was held at CDPO office, Doimukh as part of World Breastfeeding Week organized by CDPO Doimukh ICDS project.

The breast feeding is the best way to provide infants with nutrients they need. WHO recommends exclusive breast feeding starting within one hour after birth until a baby is six month old. TEZU, Aug, 7: All the heads of departments have presented their respective department’s plan for Vision 2030 along with Five year’s perspective plan in a meeting on Vision 2030 held at the conference hall of Deputy Commissioner here today.
Addressing the meeting Tezu-
Emphasizing on flood protection of the district, he said Tezu is one of the most flood affected areas and there is an urgent need to take up flood protection schemes to save Tezu town.
The MLA also suggested incorporation of one Smart Classrooms in every Government Schools.
Speaking on the occasion Deputy Commissioner T Tatak asked the departments to ensure that their Vision 2030 and Five Years plan are not superficial. The Vision 2030 should be systematic and practical, he said while advocating for sustainable development in all sectors.
The RWD proposed for all weather road connectivity to all the villages irrespective of its population. The Tourism department presented a Vision Plan to make Lohit as the ultimate tourist destination in Arunachal Pradesh. Likewise all other departments like PWD, HPD, Land Management, Health, ICDS, DUDA, Power, Police, PHE & WS, Horticulture, Agriculture etc presented a comprehensive documents in the house. The documents presented by all the Head of departments envisaged for infrastructural as well as resource development of the area. The Vision 2030 as presented by the HoDs, if implemented will bring development at the doorsteps of every person of the district. The proposal will be submitted to the District Planning Office for onward submission to the higher authorities for further course of actions.

Citing documents procured through RTI, the Forum further claimed that 3 trainees who have allegedly not sat for the final exam of the training were declared as passed by the concerned institute. Interestingly, of the same trio two have already been appointed as chainman and another is kept in the waiting list for UDC, it said adding that the dates of both the viva voce exam held against the said posts and the final exam of the training institute were held on the same day hence, it was impossible for them to remain present on the same day at two different places. It further claimed that no committee was constituted to enquire into the gross irregularities despite the Arunachal Pradesh Survey & Trainees interim Committee submitting a representation to the state Chief Secretary.

Disruption of parliament is hurting developmental process
The parliament logjam continued today with Rajya Sabha getting adjourned over Lalit Gate issue. Rajya Sabha witnessed heated arguments between opposition Congress and the treasury benches over the continuous stalemate. Congress party is adamant that till the government takes concrete decision on Lalit Modi controversy they will not allow the house to function. In Lokh Sabha opposition parties are boycotting the house to protest the decision of speaker to suspend 25 Congress MPs.
The monsoon session of parliament is almost getting washed out due to continued protest by opposition parties. The biggest victim of disruption of parliament is the delay in passing of GST bill. The passing of GST bill is important for the economy of the country. Industrialists like Adi Godrej have expressed serious concern over it. Finance Minister Arun Jaitely has also expressed regret for delay in roll out of GST. Both BJP and Congress are to be equally blamed for the present mess in parliament. It was BJP which set the trend of disrupting parliament during UPA rule. Unfortunately now Congress is following the same tactics. Both the parties should rise above party affiliation and join hand together to pass the GST bill which will greatly benefit the people of India. Playing politics over every single petty issue is not a healthy sign.

The accord that ushered in hope

The journey of Nagaland has been rather long and tedious. The Naga struggle from
the 1918, when the Naga Club was formed positing the seeds of Nationalism, to the
establishment of Naga NAtional Council(NNC) under the legendary A.Z.Phizo to when
Nagaland was born was formidable. But when in the year 1980, the NSCN was formed
after having broken the Shillong accord and paving way for the disruption in the
stability in the region and near by was when, the NSCN saw a break away with the
two leaders, taking their separate calls. NSCN(K) and NSCN(I-
Most Importantly, the demand for Greater Nagalim was always a Hercules and an almost impossible task, against the provisions of constitution of India. The people of Assam, Arunachal and Nagaland had shown resentment in the past regarding the demands by the NSCN on including their territories. This needs to be strictly negotiated, and it looks like finally breathe a sigh of relief.
Concurrently, it is to be reminded to the Modi Govt, and the other agents in the negogiation, issues like this needs to be tackled very cautiously as it bears consequences on the regions dynamics. Not only does it involve a particular faction of the political system, but rather it’s history is often revoked. Though the journey has been rigorous, the current initiative looks at least pleasing. This accord has certainly ushered in hope; hope for further reconciliation of all the remaining insurgent problems in Nagaland and elsewhere in the region.

Concern of the Association is on the derailing of system, laid down rules
Dear Editor,
With reference to Dr. Nani Bath’s post in the reader’s forum of The Arunachal Times, dated 6th August 2015, the APCSOA is compelled to respond to the personal disappointment of an intellectual Academician of the state, whom we respect and honour.
The APCSOA never apprised baseless issues before the Govt. and coming to Dani Salu’s
appointment, it is a first of its kind in the history of Arunachal Pradesh. The concern
of the Association is on the derailing of the system and bypassing of the laid down
rules by the state government. The APCSOA has raised the issue of similar appointments
of engineers as Secretary to the GoAP. Presently appointments of engineers as the
Secretary to GoAP have risen from 1 to more posts in the pretext of ex-
Absorptions affect not only the Arunachal Pradesh Civil Service cadre but also in the process, the state loses one or more posts in new posts creation in the State Civil Service, which eventually affects the future aspirants of APCS. Deputation of Allied service officers belonging to our state have always been a welcome initiative by the state govt. for the interest of the state but unfortunately Dani Salu has been absorbed permanently in the state in the rank of Secretary, resulting in an additional burden to the state exchequer. Under above aforesaid circumstances, the individual’s name was necessary to be mentioned, being the lone example of absorption in the Secretary level, which is normally manned by AGMUT IAS cadre.
Since the Association has no personal grudge against the person concerned, the error in giving personal details of the officer was not purposeful. The people of Arunachal Pradesh have always supported the APCS cadre officers who render their service across the state including the remotest circles. The people whom the cadre fraternity has served will understand that the APCSOA has nothing personal against Mr. Dani Salu and thus the personal bio data of the officer was never under scrutiny and the resentment was only against the GoAP for his absorption.
In agreement with Professor Nani Bath that “English is a rich language”, we the APCSOA sincerely regret if anybody’s sentiments was hurt due to the wrong usages of any words in our last press release.
And it is to clarify that any decision and statements of APCSOA, Central Unit, is always made after mass consensus of all the APCS officers. Further, the tone and tenor will always be same in voicing our resentment if any procedural lapses in government norms occur in the future also, irrespective of gender, caste, creed and religion. Therefore, we humbly request Dr Nani Bath not to see this issue through the prism of communalism and refrain from such provocative comments which might disturb the communal harmony of our peaceful state. It is very unfortunate on the part of a man of his stature, to give the entire matter a communal colour, as APCS fraternity comprises of officers from all tribes of Arunachal Pradesh. APCSOA is only against the system and calling APCSOA communal is like undermining the sanctity of APCS fraternity and the state as a whole. Meantime taking this opportunity we request the Government to address the long pending Issues pertaining to APCSOA.

Close the park road
Dear Editor,
Each day I go to school and see cars plying up and down the park street as if they think it is their private road. Police were parked on the street at the wrong time of day and for only 10 minutes, plus they had their lights on too so of course you will not drive fast.
We need more stop signs. We need signs that say kids are playing. The speed limit is given 20 km/h but nobody follows that. I moved here because I thought it would be nice if that road is not provided for any other purpose other than people taking a fresh walk. Car might get hit; other cars might get hit from other driving and not paying attention. People walking with their pets almost got hit. My dog almost got hit and they looked at me like I was at fault. Hello! If you weren’t on your phone and driving fast you would have been paying attention. It’s a kind request from student to close the park gate.
